2016 Certified Mail Rate Update:
On May 31, 2015 the U.S. Postal Service announced new postal rates that were approved by the Postal Regulatory Commission. The new rates begin at 12:01 AM Sunday May 31 2015.
The cost to send a 1-ounce USPS Certified Mail letter with Return Receipt (Green Card) will be $6.74. If you use Electronic Delivery Confirmation the cost can be reduced to $4.69. Additional options such as Return Receipt Signature Electronic in PDF format cost $1.40. The First Class 1 oZ. PC postage will not change.
In summary, eliminating use of the old fashioned green card forms and stamps can save you $2.05 per mailing.

USPS Certified Mail rates increased to $3.45 per letter on May 31, 2015. Using the old-fashioned green cards with the traditional U. S. Postal Service Return Receipt service (PS Form 3811) will add $2.80 to your mailing cost.
On Sunday, January 17, 2016, the U.S. Postal Service® will implement new pricing for all shipping mail classes. The new rates take effect at 12:01 a.m. on January 17. Key changes include:
•Priority Mail Express Flat Rate Box and Priority Mail Regional Rate C Box will be discontinued for both domestic and international services.

Flats 1 OZ price increased to $0.99
Additional OZ of First-Class mail increased to $0.22.
On average, Certified Mail costs have increased by +4.8% in 2015. Return Receipt Signature services increased +3.8%.
USPS Certified Mail Return Receipt Requested service can only be purchased at the time of mailing. USPS has discontinued the Return Receipt After Mailing product. The old-fashioned green card Return Receipt Signature cost $2.80 and the Return Receipt Signature (Electronic) that shows who signed for the letter, the date and time of delivery and the addressee’s address cost $1.40.
