2016 Certified Mail® Rate Update:
The U.S. Postal Service announced a decrease in postal rates that were approved by the Postal Regulatory Commission. The new rates began Sunday, April 10, 2016, at 12:01 AM.
The cost to send a 1-ounce USPS Certified Mail® letter with Return Receipt (Green Card) will be $6.47. If you use Electronic Delivery Confirmation, the cost can be reduced to $4.52. Additional options such as Return Receipt Signature Electronic in PDF format cost $1.35. The First Class 1 oz. PC postage will decrease to $0.47.
In summary, eliminating the use of the old fashioned green card forms and stamps can save you $1.95 per mailing.

On Sunday, April 10, 2016, the U. S. Postal Service will implement a decrease in pricing for all shipping mail classes. The new rates take effect at 12:01 a.m. on April 10, 2016.
USPS Certified Mail rates will decrease to $3.30 per letter. Using the old fashioned green cards with the traditional U.S. Postal Service Return Receipt service (PS Form 3811) now adds $2.70 to your mailing cost.

On average, Certified Mail® costs have dropped by 4.4% in 2016. Return Receipt Signature services decreased 3.6%.
USPS Certified Mail® Return Receipt Requested service can only be purchased at the time of mailing. USPS has discontinued the Return Receipt After Mailing product. The old-fashioned green card Return Receipt Signature cost $2.70 and the Return Receipt Signature (Electronic) that shows who signed for the letter, the date and time of delivery and the addressee’s address cost $1.35.
