USPS Service Advisory: Tracking and Manifesting Issues Following Recent System Updates

Certified Mail Labels is monitoring reports of USPS tracking and manifesting irregularities that may affect the visibility of certain mailpieces in USPS tracking systems.
Some customers may experience delayed tracking updates, missing scan events, inconsistent manifest information, or a USPS tracking inquiry that temporarily shows limited or no information for a tracking number.
We have reported these issues directly to the U.S. Postal Service and have been advised that USPS is investigating. We are continuing to monitor the situation and will provide additional information as USPS makes it available.
USPS Has Been Implementing Multiple System Updates
USPS has recently implemented and scheduled a number of software, API, security, and infrastructure changes affecting its commercial mailing and tracking environment. USPS has published multiple API deployment and commercial-system notices during July and August 2026.
Of particular importance is the USPS Informed Visibility® Mail Tracking & Reporting system (IV®-MTR). IV-MTR provides near-real-time mail tracking information for domestic barcoded letters and flats and uses roles, permissions, and data delegation to determine what tracking information authorized users can access.
Previous IV-MTR Update Was Rolled Back
USPS's current IV-MTR release schedule documents a significant issue associated with a July software change.
USPS reports that a July release involving Mailer ID (MID) association validation was rolled back on July 13, 2026, because MID access was being blocked in situations where access should have been granted. USPS subsequently scheduled the corrected release for July 30, 2026.
This history is important because Mailer IDs, permissions, data associations, and IV-MTR visibility are integral components of the USPS commercial mail tracking infrastructure.
Additional IV-MTR Authentication Modernization Scheduled for August 15
On August 4, 2026, USPS updated its IV-MTR release information to identify another backend change scheduled for August 15, 2026.
USPS describes the August 15 work as:
“Backend maintenance related to login authentication modernization and security improvements.”
Because IV-MTR is an important USPS platform for tracking and reporting information, we will be closely monitoring system performance before, during, and after this update.
What Customers Should Know
At this time, customers should not assume that a missing or delayed USPS tracking record means that the mailpiece was not created, mailed, accepted, or processed. Tracking visibility and physical mail processing are separate functions, and a temporary data or system issue can affect what is displayed electronically.
If you encounter an unusual USPS tracking result:
- Allow additional time for USPS tracking and scan information to update.
- Avoid creating a duplicate Certified Mail label solely because USPS tracking information is temporarily unavailable.
- Contact our Customer Support team if a tracking number continues to show no information or appears inconsistent with your mailing records.
- Provide the tracking number and mailing date so the transaction can be researched.
We Are Monitoring the Issue
Certified Mail Labels relies on multiple USPS systems and data feeds to provide customers with current Certified Mail tracking information. When USPS modifies those underlying systems, temporary inconsistencies can occur outside of our direct control.
We have escalated the tracking and manifesting issues we have observed to USPS. USPS has informed us that the matter is being investigated.
Our technical team will continue monitoring USPS tracking, manifesting, IV-MTR, and related system activity, including the August 15 authentication modernization release.
We will update this notice as additional information or corrective action is provided by the U.S. Postal Service.
