Every year, United States Postal Service (USPS) rates increase. Oftentimes, USPS rates increase twice a year. Rates always increase in January and most years there is a second rate increase in July. This year is no exception.
New USPS rates will go into effect on July 9, 2023, at 12:01 AM. The Postal Service filed a notice of the increase with the Postal Regulatory Commission (PRC) on April 10, 2023.
First Class mail forever stamp will again see a $0.03 cent increase. The Certified Mail Fee will increase by $0.20 cents. Thus, the postage-metered mail rate to send a 1-ounce USPS Certified Mail® letter with a Return Receipt (old-fashioned Green Card) will cost $8.53.

Why the Postage Rate Increase?
As with the last few years of rate changes, this summer’s increase was approved by its “Delivering for America” 10-year plan. Announced in March of 2021, “Delivering for America” is a plan to propel USPS performance, in an effort to achieve financial stability. Prices will continue to rise annually landing USPS on solid and self-sustaining ground. The price adjustments of the plan hope to reverse $160 billion in projected losses from operating expenses.
Despite the annual rate increases, prices of the US Postal Service remain among the most affordable. USPS continues to offer some of the world’s lowest shipping rates.
