USPS Proposes New Rate Increase for July 2025: Here’s What You Need to Know

Proposed USPS Rate Increase Effective July 2025The United States Postal Service (USPS) has proposed a new set of postal rate increases. The new rates are set to take effect on July 13, 2025. If approved, the price increase will impact a wide range of mailing services. Including USPS Certified Mail®, First-Class Mail®, Priority Mail®, and Tracking Plus®.

In addition to Certified Mail®, the proposed July 2025 USPS rate changes will affect a variety of mail and package services. Including adjustments to presort levels, Parcel Select, and Ground Advantage™.

While the previous January 19, 2025 rate changes already impacted First-Class and commercial services, this mid-year proposal introduces further increases. Such as, a rise in the additional ounce rate and base letter prices reaching 73 cents. These compounding adjustments highlight the importance of reviewing mailing strategies and seeking alternatives that offer efficiency and savings.

These changes are currently under review by the Postal Regulatory Commission (PRC). Public feedback is encouraged before the proposal is finalized.

What’s Changing in July 2025?

According to the USPS filing, the proposed rate adjustments aim to offset inflationary costs and support operational changes as part of the Delivering for America 10-year plan. Key increases include:

  • Higher base rates for Certified Mail®
  • Increased fees for Return Receipt and Restricted Delivery services
  • Price hikes for Priority Mail® and First-Class Package Service
  • Expanded price tiers for Tracking Plus®, affecting long-term scan history access

If approved, these changes will make it more expensive for individuals, businesses, and professionals to send time-sensitive or compliance-related documents via traditional USPS channels.
